DESCRIPTION:The Offices of Senators Blumenthal and Murphy will be hosting two webinars to provide an overview of the fiscal year 2027 (fiscal year beginning October 1\, 2026) Congressionally Directed Spending (CDS) process. \nAccording to Senate Rule XLIV\, CDS requests (formerly known as earmarks)\, are provisions “included primarily at the request of a Senator providing\, authorizing\, or recommending a specific amount of discretionary budget authority\, credit authority\, or other spending authority for a contract\, loan\, loan guarantee\, grant\, loan authority\, or other expenditure with or to an entity\, or targeted to a specific state\, location\, or congressional district\, other than through a statutory or administrative formula-driven or competitive award process.” Generally speaking\, this is funding requested for a specific project in a specific location. It is also referred to as Community Project Funding (CPF). \nDuring the webinar\, staff will provide an overview and timeline of the fiscal year 2027 appropriations process\, discuss the various funding opportunities and eligibility requirements\, and moderate a Q&A session. DESCRIPTION:The Offices of Senators Blumenthal and Murphy will be hosting two webinars to provide an overview of the fiscal year 2027 (fiscal year beginning October 1\, 2026) Congressionally Directed Spending (CDS) process. \nAccording to Senate Rule XLIV\, CDS requests (formerly known as earmarks)\, are provisions “included primarily at the request of a Senator providing\, authorizing\, or recommending a specific amount of discretionary budget authority\, credit authority\, or other spending authority for a contract\, loan\, loan guarantee\, grant\, loan authority\, or other expenditure with or to an entity\, or targeted to a specific state\, location\, or congressional district\, other than through a statutory or administrative formula-driven or competitive award process.” Generally speaking\, this is funding requested for a specific project in a specific location. It is also referred to as Community Project Funding (CPF). \nDuring the webinar\, staff will provide an overview and timeline of the fiscal year 2027 appropriations process\, discuss the various funding opportunities and eligibility requirements\, and moderate a Q&A session. Previously\, Sarah served as the Young Women In Bio (YWIB) National Chair and on the YWIB-San Francisco Bay Area Committee. \nBarbara Troupin\, MD\, MBA\, Moderator \nBarbara is a fractional Chief Medical and Strategy Officer working for several early-stage biotech\, therapeutics and digital health companies. She works to guide teams on portfolio strategy\, clinical development\, regulatory planning and engagement\, fundraising\, and company growth. She also sits as an Independent Director on the Board of Equillium Bio (NASDAQ: EQ)\, and ProSciento\, a private-equity backed CRO\, and has been particularly interested in Board governance as a means to uplevel Board performance. Over her 20+ years as a life science executive\, her roles have spanned Clinical\, Medical\, Regulatory\, Operations and Strategy functional areas\, working in both private and public companies. She holds an MD from the University of Pennsylvania and an MBA from the Wharton School of Business. She is broadly curious; an avid connector and values relationships where mutual learning and growth occur.
